Karnataka Govt Proposes 2% Cess on Cinema Tickets and OTT Subscriptions

In a recent development that has stirred discussions among cinema enthusiasts and industry insiders, the Karnataka government has proposed a 2% cess on cinema tickets and OTT subscriptions. This new move aims to generate additional revenue for the state, which will be used to support various developmental projects.

Karnataka Cine and Cultural Activists (Welfare) Bill, 2024 was tabled in the assembly on July 19. The bill proposes the government to establish a fund to benefit cine and cultural activists in the state.

For regular cinema-goers, this means an incremental increase in ticket prices. For example, a Rs. 200 ticket would now cost Rs. 204. While this may not seem like a substantial increase, it can add up for families or frequent movie watchers.

OTT platforms have become a staple in most households, especially during the pandemic when traditional entertainment avenues were restricted. The 2% cess on subscriptions will affect the monthly budgets of these households. For instance, a subscription costing Rs. 500 per month would now be Rs. 510. 

The proposal has elicited mixed reactions from industry stakeholders. Cinema owners and OTT platforms are concerned about the potential drop in consumer spending. The Kannada Film Industry, which has been enjoying a resurgence with hits like 'KGF' and 'Charlie 777,' might feel the pinch as viewers become more cost-conscious.

On the other hand, some industry experts believe that the cess could lead to an improvement in public amenities and infrastructure, indirectly benefiting the industry in the long run.

The government has assured that the funds collected from this cess will be transparently used for public welfare. They have also hinted at possible subsidies or support for the entertainment industry to balance the impact of the new cess.

The proposed 2% cess on cinema tickets and OTT subscriptions by the Karnataka government is a move aimed at generating additional revenue for the state. While it may lead to a slight increase in entertainment expenses for the public, the long-term benefits could potentially outweigh the immediate costs.
